        <label>Abstract</label>
        <p>Telco operators and other players are searching for intelligent value-added services, i.e., communication applications that take advantage of the huge amount of user data available to the operators (location, contact lists, etc.) in order to adapt themselves to the preferences and context of each individual. However, the current networks of the operators lack the proper infrastructure to handle context data in a clean and unified way, so smart context-aware applications are extremely difficult to engineer, develop and deploy. Accordingly in this paper a global context processing architecture is presented. In addition, the monitoring of users in order to extract and process the context is a task potentially resource consuming. That is a significant problem in global telco deployments.This paper also presents a proposal for a multi-level context management framework for smart telecommunications services, whose objective is to optimise the available processing resources of the presented architecture to provide contextual monitoring to a high number of subscribers with limited resources.</p>
