Ontology-based Approach to Competence Profile Management

Abstract
Competence management has received much attention during recent years because it contributes to achieving organizational goals and solving problems such as improvement of information flow or competence supply. Many approaches were proposed to modelling competence and using competence models but there is still a lack of research into structures and utilisation of competence profiles in a competence management system. This article addresses this problem by proposing a formal approach to competence profile management. Four project cases are first analysed to elicit requirements of competence profile management, including competence profile operations. After that, an abstract model of competence profile management is formally defined based on the requirements. Finally, an ontology-based implementation of the abstract model is presented including a software architecture of a competence profile management system. The main contribution of this work is formalization of operations on competence profiles and ontology-based implementation of these operations. The proposed implementation architecture can facilitate construction of a competence profile management system.
